What do we mean by &#8220;open&#8221;?<br \/>\nThree uses of &#8220;open&#8221; in OER literature:<br \/>\nOpen = unhindered access to products of the construction process<br \/>\nOpen = unhindered participation in construction process<br \/>\nOpen = transparent construction process<\/p>\n<p>How we define &#8220;open&#8221; is critical to understanding the purpose and aims of OER.<\/p>\n<p>2. Definitions and Goals<br \/>\n&#8220;[OER is] &#8216;technology-enabled, open provision of educational resources for consultation, use and adaptation by a community of users for non-commercial purposes.&#8221; Commonwealth of Learning (2011)<\/p>\n<p>&#8220;Open educational resources includes democratic development of educational resources and tools that are suitable for teaching and learning.&#8221; Sigurbj\u00f6rg J\u00f3hannesd\u00f3ttir (2010)<\/p>\n<p>&#8211; Increase access to educational resources<br \/>\n&#8211; Encourage collaboration among educators to construct educational resources<\/p>\n<p>3. The Overlooked Goal<br \/>\n&#8220;[Those who hide their contnet] will \u2026 be increasingly excluded from opportunities to improve their teaching practice and domain-specific knowledge by sharing and collaborating with growing networks of educators around the world.&#8221; Commonwealth of Learning (2011)<\/p>\n<p>&#8220;OER has potential to build capacity by providing institutions and educators access at low or no cost to the means of production to develop their competence in producing education materials \u2026&#8221; Commonwealth of Learning (2011)<\/p>\n<p>&#8211; OER supports knowledge construction and knowledge development among educators.<\/p>\n<p>4.
