Ya&#8217;u.<br \/>\n<a title=\"A continental Association of African Internet Service Provider Associations\" href=\"http:\/\/www.afrispa.org\/initiatives.htm\">A continental Association of African Internet Service Provider Associations.<\/a> Richard Bell.<br \/>\nThese two articles discuss the difficulties of implementing ICTs in developing countries, specifically in Africa, due to the policies of international organisations and multinational Telecoms. Bell&#8217;s article is not exactly new, but relevant nonetheless.<br \/>\nReading these makes me want to take a better look at the famously doomed <a href=\"http:\/\/www2.hawaii.edu\/~rvincent\/mcbcon1.htm\">MacBride Report<\/a>.
