I&#8217;ve made a couple of minor changes reflecting my ever changing focus. I&#8217;ve changed the title and description of the blog, replacing &#8220;information&#8221; with ICTs. Although it was never a big thing here on the blog, in my mind I&#8217;ve settled the &#8220;information&#8221; thing for now. Hence, I&#8217;m now redirecting my thoughts to the more general question regarding ICTs in leapfrogging development.
